Resources — Hub 3: Licensing chaos
A licensing audit checklist you can run yourself
Business Basic vs Standard vs Premium, E3 vs E5 vs E7, and the 20–40% most teams quietly overspend.
8 min read
Most mid-market Microsoft tenants haven't been audited in over a year, and most of them are overpaying by 20–40%. Not because someone was careless, but because SKUs change, people leave, projects end, and nobody owns the renewal. You can find most of the waste yourself in an afternoon.
01
Count assigned versus active
Start in the admin center: total purchased seats, total assigned seats, and last sign-in per user. Unassigned seats are pure waste. Assigned seats with no sign-in in ninety days are nearly as bad.
Try this
Export the licensed-users report with last activity date and sort ascending. Everything above ninety days idle is a candidate to reclaim.
02
Check for stacked overlap
Standalone add-ons frequently duplicate something already bundled separate archiving, backup, MFA or conferencing products sitting on top of a plan that already includes them. Overlap is the single most common source of quiet spend.
Try this
List every Microsoft-adjacent subscription you pay for and mark which ones your base plan already covers. Cancel the duplicates at renewal, not mid-term.
03
Right-size, don't uniformly upgrade
Frontline and deskless staff rarely need the same plan as knowledge workers, and the jump to a premium tier is only worth it if you'll actually turn on the security and compliance features that justify it. An upgrade you never configure is a price increase.
Try this
Segment your users into three buckets — frontline, standard, power and price each bucket separately before you renew anything.
What this actually means for you
The savings are real, but they're the smaller half of the prize. The audit's actual value is that it tells you what capability you already own and never switched on which is usually where the first genuine AI use case is hiding.

Copilot sitting mostly unused?
That's exactly what a licensing and AI-readiness assessment is for: what you actually have, where the real bottleneck is, and which one workflow is worth fixing first.
